ASControl Service Cannot be Started, Although ASControl is Running. (Doc ID 372842.1)

Symptoms

You have an AS 10.1.2.x on Windows 2003. You have noticed the Application Server Console (ASControl) service can not be started but accessing the AS Control URL works fine, so the AS Control processes are indeed there and functional.

The following test can be performed to verify the symptoms:

1) Set the AS Control Service to manual
2) Reboot server
3) Attempt to start AS control via emctl start iasconsole:

This fails with:

So because the service does not start, even though AS control does actually start, it is no
longer possible to stop and restart AS control without a reboot
