Problem: Patch Installation Failed (Doc ID 391609.1)

Attempting to apply the patchset 3731593 to a installation.

The installation / linking phase was successful. This fails during the OMS Configuration assistant:

From installActions<>.log file

Operation EM Deploying is in progress.

Operation Creating OMS Respository is in progress.
