Problem: AgentCA: Install is Failing on RH 4 with "Failed to allocate port" (Doc ID 401460.1)

Using agent 10.2.0.2 on linux, Red Hat 4 updateX

Symptoms

After a failed agentinstallation, running "agentca -f"  fails with following error messages in

ORACLE_AGENT_HOME/cfgtoolslog/cfgfw/CfmLogger_date_time.log

....
The plug-in Agent Configuration Assistant is running
The specified external command or internal PlugIn could not be executed
------------------------------------------------------
The action configuration has failed its perform method
###################################################
....

ORACLE_AGENT_HOME/cfgtoolslog/cfgfw/oracle.sysman.top.agent_date_time.log

Failed to allocate port = Failed to allocate free Enterprise Manager Central Console Port from Default Range 1830 to 1849. Please free a port from the Range and re-try the installation.
