How to Activate or Reconfigure the OracleAS 10.1.3 AS Control Application Post Install?

Goal
Background
The AS Control in OracleAS 10g Rel 3 (10.1.3) is a j2ee application deployed in the default OC4J instance.
If you perform a basic install of OracleAS 10.1.3 the AS Control application will be activated by default as part of the install process.
If you choose the OracleAS 10.1.3 Advanced Install type, the installation process will only activate the application if you choose to make the OracleAS instance an administration instance. This is done in the install "Administration Settings Screen". In this screen there is a checkbox labelled
"Configure this as an administrative instance"
If this checkbox left unchecked the resulting OracleAS instance will not have an active AS Control application. The assumption is that you will be installing other OracleAS 10.1.3 instances as part of a cluster topology and one of the OracleAS instances will be chosen to be 'configured' as the administrative instance, and thus host the active AS Control application.
Note: Only one OracleAS instance in a cluster topology can have an active AS Control. In other words one AS Control application is used to manage all OracleAS instances configured in a cluster topology.
