EM 10g: Enterprise Manager Grid Control 10.2.0.1 Installation Fails with Message: Failed to allocate free Enterprise Manager Central Console Port (Doc ID 427842.1)

Symptoms

Installing Enterprise Manager Grid Control 10g using runInstaller results in the following message in the installer command session:

Failed to allocate port = Failed to allocate free Enterprise Manager Central Console Port from Default Range 1830 to 1849. Please free a port from the Range and re-try the installation.



<OMS_Oracle_Home>/cfgtoollogs/cfgfw/CfmLogger_<TIMESTAMP>.log reports this error:
