OMS Startup Fails when using opmnctl for WebCache Component in Virtual Host Environment

Symptoms
Trying to start Grid Control using opmnctl startall fails to start webcache component in a virtual host environment like HP MC ServiceGuard or CFC cluster.
$opmnctl startall
