Symptoms

After a fresh install of Grid Control the Central Agent does not start and reports the following error:

>D:\OracleHomes\agent10g\bin\emctl status agent
Oracle Enterprise Manager 10g Release 10.2.0.2.0.

Malformed URL: http://<hostname>:%EM_SERVLET_PORT%/emd/main/
Error connecting to http://<hostname>:%EM_SERVLET_PORT%/emd/main/


The Agent's emd.properties file contains malformed entries with %EMD_UPLOAD_PORT%  in place of the actual port number.

The OMS emoms.properties may also contain incomplete information.
