Symptoms

While trying to access the Host page for target the following error occurs:

ERROR

Communication from the Oracle Management Service host to the Agent host failed.
Refer to help for details. Connection refused


OR

While trying to access the Database or Cluster Database page for target the following error ocurs:

java.lang.Exception: Connection refused

-  The <AGENT_HOME>/sysman/log/emagent.trc file may report similar errors:
