After Applying Patchset to Grid Control (OMS) the OC4J Fails to Start (Doc ID 436318.1)

Symptoms

Installation reports to screen that upgrading to patchset completes successfully.

NOTE: The symptons may not be limited to patchset installations.  It is possible that this can occur if configuration changes has occurred recently.

Case 1- Symptoms

+ When attempting to start OMS via OPMN daemon the following status indicates OC4J is down or init state.
