EM Grid Control Httpd Process is Utilizing 99% of the CPU

Symptoms
CPU process show high use on httpd processes eventually consuming each cpu.
Also, EM grid reports many active http connections.
This only occurs on grid control instances.
This http server is used for only grid reporting and not for user requests. Hence, changing the Keepalive parameter will not effect user performance. Also it has not been observed to effect EM/Grid performance.
