The DB Console 10.2 and 11g Initialization Fails Due To Error ORA-12516 (Doc ID 458308.1)

Symptoms

The dbconsole cannot be  initialized correctly and the logfile  $ORACLE_HOME/<hostname>_<sidname>/sysman/log/emoms.trc shows the following error:

ORA-12516, TNS:listener could not find available handler with matching protocol stack
The Connection descriptor used by the client was:
< oracle.sysman.eml.mntr.emdRepConnectDescriptor defined in $ORACLE_HOME/<hostname>_<sidname>/sysman/config/emoms.properties>

You can check the value of the parameter 'PROCESSES' and the output of the query below in sqlplus to see if they are very close or not.

eg.

a) show parameter processes

b) select count(*) from v$process;

If they are really close, most likely it is the same issue.
