Metrics On As Console HTTP Server Home Tab Page Always Show As 'Not Yet Available'

This problem can occur on any platform.
Symptoms
From the main AS Console Home Page, click on the HTTP Server listed in the "System Components" table
(Note in this table the basic Start Time, CPU and Memory Usage columns all show values)
By clicking on the HTTP Server link you are taken to the HTTP Server Home Tab Page. On this page there are various sections "General", "Response and Load", "Status" listing various metrics/ attributes.
Nearly all these metrics / attributes here are showing as "Not Yet Available"
The problem persists even after refreshing the browser several times. All OracleAS components including HTTP Server are working fine.
