Symptoms
Blackout initiated from agent's emctl, and stopped from agent's emctl doesn't stop.
# emctl stop blackout <BlackoutName>

Blackout also shows in the blackouts.xml file. Targets in the console are in blackout status.
The blackout cannot be stopped from the console as it was initiated from the agent.
