Creating dbconsole via Enterprise Manager Configuration Assistant (EMCA) fails with:
CONFIG: Failed to unlock mgmt_view account oracle.sysman.emcp.EMReposConfig invoke
SEVERE: Failed to unlock all EM-related accounts
The error below is also reported in emca logs
Connecting to database <SID> in home <ORACLE_HOME> with user "SYS" role "SYSDBA".
