OMS Startup Fails at OC4J_EM Component Startup due to Inaccessibility of the Shared Recv Directory (Doc ID 760455.1)

After running <OMS_HOME>/opmn/bin/opmnctl startall, the 'opmnctl status' output shows that OC4J_EM Component is in Init or down status:

-> ./opmnctl status

Trying to re-start the OC4J_EM process alone returns:

-> ./opmnctl startproc process-type=OC4J_EM
opmnctl: starting opmn managed processes...
opmn id=HOSTNAME:port
0 of 1 processes started.

ias-instance id=EnterpriseManager0.HOSTNAME

--> Process (pid=XXXX)
failed to start a managed process after the maximum retry limit

The <OMS_HOME>/sysman/log/emoms.trc shows:
