Cannot Stop Emctl Blackouts (Started From Emctl) (Doc ID 786933.1)

Symptoms

Blackout was created by emctl.  Attempting to stop blackout and it fails:

emctl stop blackout <name>
Oracle Enterprise Manager 10g Release 4 Grid Control 10.2.0.4.0.
Copyright (c) 1996, 2007 Oracle Corporation. All rights reserved.
Blackout stop Error : Blackout name is invalid

Blackout is clearly listed in the blackouts.xml:
<Blackout NAME="" DESCRIPTION="Starting Blackout " GUID="GUID" CREATED_USING="COMMAND_LINE">

Another Symptom:

If you have multiple blackouts (ex: b1 and b2) are trying to stop them simulatneously:
ex:
From one command prompt, issue below command to stop b1 blackout
emctl stop blackout b1

At the same time, in other command prompt, issue:
emctl stop blackout b2

When you issue the command to check the blackouts, b2 still exist
