Database is falsely being shown as down in the console ORA-1033 (Doc ID 794195.1)

A 3 Node RAC database of version on a Redhat 4 system is being monitored via the Grid Console.
This database also has a standby/DR setup in database again on a Redhat 4

The names of the 3 RAC instances in the primary are : <RAC instance 1>, <RAC instance 2>, <RAC instance 3>
Database Name : <RAC Database>

The names of the RAC instances in the standby are : <RAC instance 1>
Database Name : <2nd RAC Database>

In the grid console, there is an alert raised every few minutes that the <RAC instance 1> instance on the primary setup is down.
The availability details show that the agent connection to the instance is failing with

ORA-1033 :ORACLE initialization or shutdown in progress (DBD ERROR: OCISessionBegin)

But the instance is actually up and running and there are no problems connecting to it from sqlplus, as the user specified in the monitoring credentials for this database.
There are also no errors in the database alert.log file, which can indicate that this instance has
any problems.

The problem occurs intermittently and the alert gets automatically cleared after sometime.
But the alert raised is false and if notifications are enabled for this database availability state, then a corresponding notification will be sent as well.
