Unable to Add Web Applications to be Monitored from GC

Symptoms
After adding a web application through Grid Control, it goes into a pending state. As a result, unable to create new Web Applications or Generic Services to be monitored.
Go through the wizard successfully, the "Verify Test" works fine, and so does "Play". The problem is that the beacon never gets added, and so the app is always in a status of "Pending". The "beacon addition" task shows up in the home page of the app under the "Pending Changes" link.
