Symptoms

In an Application Server 10.1.2.3.0 environment on AIX, when trying to login to AS Control the following error appears in the screen after providing the username and password:


IOException in sending Request A remote host refused an attempted connect operation



The $ORACLE_HOME/sysman/log/emias.log file contains the following messages:

When starting the AS Control from the command line, the startup is successful apparently, but a further check shows is not running:
