"Could not connect to SMTP host" java.net.ConnectException when trying Test Email from Grid Console

This problem can occur on any platform.
Symptoms
Setting or Changing the mail server in the Grid Console Setup -> Notification Methods -> and clicking on "Test Mail Servers" fails with error:
<host_name>: Test failed with message: "Could not connect to SMTP host: <host_name>,
port: PORT; nested exception is: java.net.ConnectException: Connection timed out" [SMTP Server:
<host_name>, User name: null, Secure Connection: NONE]

There is a firewall between the OMS machine and SMTP server due to which the following also failed :
The communication from the OMS machine to SMTP server has been opened but the test email still fails with the above error.
But, it is possible to send email from the command line using the steps in <Note 74269.1>
