Enterprise Manager Agent (10g / 11g / 12c) constantly returns TIMEOUT errors when computing Dynamic Properties of a 10g release cluster target.

Errors similar to the following are shown in <AGENT_HOME>/sysman/log/emagent.trc (in 10g/11g):

<TIMESTAMP>,803 Thread-<THREAD#> DEBUG TargetManager: nmedt_waitDynPropertyFinish for <CLUSTER_TARGET_NAME>, ret=-62
<TIMESTAMP>,803 Thread-<THREAD#> ERROR TargetManager: TIMEOUT reached in computing dynamic properties for target <CLUSTER_TARGET_NAME>,cluster::compute timings were [GetNodeName:0-22] [ConfigClusterName:22-24] [ConfigVersion:24-26] [ConfigCRSVersion:26-29] [ConfigVendor:29-(30)]
<TIMESTAMP>,803 Thread-<THREAD#> INFO TargetManager: nmeetm.c :
nmeetm_computeDynProperties : Sending terminate signal to the thread.
