Jserv Does Not Start When Running Ad4j Console

After installing Oracle AD4J version 4, there is no data found on AD4J console when you login.

Also ../jamserv/logs/error_log shows following:
equest 65|showstack|8192 waiting in queue for JVM
JAM Console: Socket timed out after recv -- client is not Active [0] secs
JAM Console jamtimeout = [10]Request 65|showstack|8192 obtained lock for JVM
Invalid JVM
JAM CONSOLE: JVM 0 is not active
JAM Cons Err Processing Request: 128 JVM 0 is not active

When trying to start Jserv manually gives error:
ApacheJServ/1.1.2: Exception creating the server socket: java.net.BindException: Address already in use
