Jserv Does Not Start When Running Ad4j Console

Information in this document applies to any platform.
After installing Oracle AD4J 10.2.0.4 version 4, there is no data found on AD4J console when you login.
Also ../jamserv/logs/error_log shows following:
JAM Console: Socket timed out after recv -- client
10.16.19.112:ias10gR3_j2ee.OC4J_STORE.boc_group.1 is not Active  secs
JAM Console jamtimeout = Request 65|showstack|8192 obtained lock for JVM
Invalid JVM 10.16.19.112:20940
JAM CONSOLE: JVM 0 is not active
JAM Cons Err Processing Request: 128 JVM 0 is not active
When trying to start Jserv manually gives error:
