OpenVMS: Oracle Grid agent - Failed to Initialize TargetManager (Doc ID 967015.1)

Symptoms

The Oracle Grid agent,  running under the OpenVMS operating system, does not start properly.

The Daemon is active as shown by the batch queue, and constantly tries to restart the Agent.

$ show que/by=exec ORA_BATCH_QUEUE_ALPHA4
