OpenVMS: EMCTL START AGENT Hangs for an hour at 'Starting agent ...' (Doc ID 970715.1)

When attempting to start the 10gR2 Grid Control Agent on OpenVMS, it hangs for one hour.

      $ emctl start agent

      Oracle Enterprise Manager 10g Release 10.2.0.2.0.
      Copyright (c) 1996, 2006 Oracle Corporation. All rights reserved.
      Error connecting to http://<nodename>:1830/emd/main
      Starting agent ...
      Timeout waiting for the agent to initialize
      EMAgent is NOT running

It takes one hour from displaying the "Starting agent ..." to displaying "Timeout waiting for the agent to initialize"

Please note that the error "Error connecting to http://<nodename>:1830/emd/main" can be ignored.
