Unable to update Dimension Security on a Load Balanced Planning Environment (Doc ID 1058156.1)

Symptoms

The load balanced Planning environment has two Planning servers (server 01 and server 02) and they do not synchronize changes made to Planning from Workspace. 
Go to Workspace and adds access for any user and group on a dimension member, however, Planning on server 02 does not get that same access, while Planning on server 01 does.

This synchronization problem in the load balanced environment can be reproduced when adding members in the outline, adding UDAs, and changing member properties.  It seems like almost any change made in Planning does not get synchronized in the load balanced environment.

However, restarting the Planning services, temporarily synchronizes the changes that were already made beforehand.

What has been done:
1.  Tried refreshing the sec filters and database.
2.  Tried reconfiguring Planning for both servers to the Apache web server.
3.  Tried adding the property, Common_RMI_Port, with a value of 11333 on server 01 and 02.
4.  Also, tried adding UDAs.  And, it does not work.

Changes

The migration of SQL server to Oracle db 10.2 using the Oracle SQL Developer tool was the major change.
