Purpose

Troubleshoot why unable to access the UI after modifying the CSSConfig in the UI. 

This could happen when a user modifies the CSS.xml incorrectly in "sharedservices registry - CSSConfig"
from within UI then is not able to get back in the UI due to the error.

For example, if the Hub location was modified in the CSS file to an incorrect location:

<hub location=http://server:port>

Or if the domain was misspelled in the CSS file:

<domain>domain</domain>
<searchOrder>
<el>Native Directory</el>
<el>domain</el>
</searchOrder>
