OpenLdap Won't Start With Error:" daemon: bind(6) failed errno=13 (Permission denied)" (Doc ID 1061758.1)

When trying to start openldap with unix/hyperion user, the following error is generated:

dsicarp01#/soft1/hyperion.931/product/SharedServices/9.3.1/openLDAP > $OPENLDAP_HOME/usr/local/etc/openldap/s>
daemon_init: listen on ldap:///
daemon_init: 1 listeners to open...
daemon: bind(6) failed errno=13 (Permission denied)
slap_open_listener: failed on ldap:///
slapd stopped.
connections_destroy: nothing to destroy.

Note: The issue is not reproducible with the root account


Hyperion user ulimits were changed to:

time(seconds) unlimited
file(blocks) unlimited
data(kbytes) 4046
stack(kbytes) 4194304
memory(kbytes) 4046
coredump(blocks) 2097151
nofiles(descriptors) 8092
