Symptoms

In EAS Web Console, trying to assign access privileges to a business rule.
Click the Add button but nothing happens.
The dialog with the list of users and groups does not appear.

An exception is thrown in the catalina.out log file for EAS:
com.essbase.eas.framework.server.defs.NoSuchCommandException: No such command: com.hyperion.hbr.common.HBRCommand.getCoreGroupInfo

Changes

Upgraded to HBR 9.3.1.1.11 and it stopped working.
