Why Can Planning Users Select Members To Which They Have Read-Only Access In RTPs? (Doc ID 1077304.1)

Some Planning users have "read" access to certain members, "write" access to others, and "none" access to the remaining members in the outline.

When one of these users launches a Business Rule with Run Time Prompts (RTPs) they can select any of the members they have "read" or "write" access to when filling in the RTPs. Since the Business Rule modifies these members when it is run, it seems counter-intuitive that users can select members they only have "read" access to.

Is this expected behaviour? Can this behaviour be changed?
