Unable to Save Foreign Characters in a Property

Typical symptoms are:
1. You can enter French characters like é into properties in DRM but they are not saved correctly.

2. Such characters entered directly into the database (e.g. using TOAD) are displayed incorrectly in the DRM client, e.g. é => é, which is consistent with UTF8 being interpreted as single byte characters.

3. Attempting to submit French characters may cause DRM to hang, requiring you to restart the DRM service.

You use any version of DRM prior to 11.1.2 and an Oracle database for the DRM repository.
