Error when viewing reports in Dashboard: ORA-28000: the account is locked at OCI call OCISessionBegin (Doc ID 1148404.1)

Symptoms

When trying to access BI Apps dashboard this error is displayed instead of each & all reports in the dashboard:

Previously it worked but, after 1 month of system inactivity this error occurs.
