Newly Provisioned Users cannot Login to Planning Application After Upgrade from 22.214.171.124 to 126.96.36.199.03

Following an upgrade from 184.108.40.206 to 220.127.116.11.03, newly provisioned users are unable to login to any Planning applications they are provisioned to.
When newly provisioned users login to planning, login fails with the following error:
"Failed to sync with user provisioning. Check Planning log for details."
The Essbase.log shows the following when doing a security filters refresh to trigger a synchronisation between Shared services and Hyperion Planning:
"Insufficient privilege for this operation"
The SharedServices_Security_Client.log show the following error message:
"User xxxx not provisioned for ESB:Analytic Servers:xxxx:1. com.hyperion.css.spi.impl.nv.NativeProvider.setRolesList(Unknown Source)
User is not added to Essbase"
EPM environment upgraded from 18.104.22.168 to 22.214.171.124.03
