Symptoms

You have migrated OBIEE from 10g to 11g. When you open the repository you get the following errors:

Via OCI:

Via ODBC:
[2010-09-28T11:47:39.000+00:00] [OracleBIServerComponent] [ERROR:1] [] [] [ecid: ] [tid: dd0] [nQSError: 16001] ODBC error state: IM004 code: 0 message: [Microsoft][Administrador de controladores ODBC] Error de SQLAllocHandle del controlador en SQL_HANDLE_ENV.

You are using oracle client 10gR2 and can connect via SQL*Plus.  The ODBC data source also tests without error.
