Symptoms
You have migrated OBIEE from 10g to 11g. When you open the repository you get the following errors:
Via OCI:

[nQSError: 17001] Oracle Error code: 12154, message: ORA-12154: TNS:no se ha podido resolver el identificador de conexion especificado
at OCI call OCIServerAttach.

Via ODBC:
[<timestamp>] [OracleBIServerComponent] [ERROR:1] [] [] [ecid: ] [tid: dd0] [nQSError: 16001] ODBC error state: IM004 code: 0 message: [Microsoft][Administrador de controladores ODBC] Error de SQLAllocHandle del controlador en SQL_HANDLE_ENV.
You are using oracle client 10gR2 and can connect via SQL*Plus. The ODBC data source also tests without error.
