Discoverer Plus/Viewer 11g Fails with the error: The Network Adapter Could Not Establish The Connection

Symptoms
Trying to launch Discoverer Plus or Viewer 11g fails with error:
A connection error has occurred.
- error while creating the session, check for other errors.
- oracle.discoiv.connections.ConnectionStoreException: weblogic.common.resourcepool.ResourceDeadException: 0:weblogic.common.ResourceException: Could not create pool connection. The DBMS driver exception was: The Network Adapter could not establish the connection
- weblogic.common.resourcepool.ResourceDeadException: 0:weblogic.common.ResourceException: Could not create pool connection. The DBMS driver exception was: The Network Adapter could not establish the connection
- weblogic.common.resourcepool.ResourceDeadException: 0:weblogic.common.ResourceException: Could not create pool connection. The DBMS driver exception was: The Network Adapter could not establish the connection
unable to retrieve connection list
- Cannot retrieve connection list. Check the Discoverer application log for more details.

Changes
After installation and configuration of Discoverer 11g the port number was changed for the database holding the DISCOVERER schema created by Repository Creation Utility (RCU).
