Oracle Crystal Ball 7.3.x: Unable to Re-Activate Licence after Migrating to a New Laptop

Installed Oracle Crystal Ball 220.127.116.11.00 on new laptop and unable to register the license.
The Oracle Crystal Ball FlexLM license server was decommissioned May 31, 2009.
Licensing Oracle Crystal Ball with a License Authorization Code is no longer possible due to the new licensing method based off the decryption of a Username and Serial Number used beginning with version 7.3.2.
