Workbench Error "Element Not Found" Upon Login

a) Un-Install FDM version 184.108.40.206
b) Reboot the server
c) Install FDM version 9.3.3
d) Run the schema update utility on each of the FDM applications, which completes successfully
e) Login to the application using the workbench client
f) Receive error message "Root Element Not Found" upon login. This message also returns when importing the 933 reports. The reports are not displaying in the Reports tab of the workbench.
