Symptoms

"Configure web server" task fails when trying to redeploy Workspace after a patch was applied to the 11.1.1.3 install.  The error in the configtool.log:

(ERROR, Error in web server configuring: java.lang.IndexOutOfBoundsException: Index: 0, Size: 0
java.lang.IndexOutOfBoundsException: Index: 0, Size: 0
at java.util.ArrayList.RangeCheck(Unknown Source).....
