Hyperion Planning Application Creation Fails With the Internal Admin User (Doc ID 1293661.1)

Symptoms

Creating a data source with the internal admin user validates both connections successfully but then fails.  It may succeed after several tries.  But, after that application creation with the same datasource, it fails.

At the time of the datasource creation you will see in the essbase.log:
Local/ESSBASE0///Info(1051164)
Received login request from [127.0.0.1]
Local/ESSBASE0///Error(1055126)
This user has no application access set. Please contact your system administrator
Local/ESSBASE0///Error(1051293)
Login fails due to invalid login credentials
Followed by:
Local/ESSBASE0///Info(1051164)
Received login request from [127.0.0.1]
Local/ESSBASE0///Info(1051187)
Logging in user [admin@Native Directory] from [127.0.0.1]
Local/ESSBASE0///Info(1051001)
Received client request: Get Application FrontEnd Type (from user [native://DN=cn=911,ou=People,dc=css,dc=hyperion,dc=com?USER])

At the time of the failed application creation you have following:
planning_sysout.log:
User "admin" with Identity "native://DN=cn=911,ou=People,dc=css,dc=hyperion,dc=com?USER" does not exist in the application "<appname>".

Shared_Services_Security.log:
 [EPMCSS] [ERROR] [EPMCSS-1005] [oracle.EPMCSS.CSS] [tid: 40] [ecid: disabled,0] [SRC_CLASS: com.hyperion.css.spi.impl.msad.MSADProvider] [SRC_METHOD: authenticate:580] [arg: admin] Authentication failed for user admin. Enter valid credentials.

Changes

You have placed the external directory first in the Shared Services directory search order.
