OPatch Error: "Oracle Home is not set. OPatch cannot proceed with error code = 1" (Doc ID 1299909.1)

As part of applying a patch, the OPatch version is checked. Normally, opatch.exe would do this, however, it gives the following error:

“Oracle Home is not set. OPatch cannot proceed with error code = 1”

From the Readme, this workaround was provided:

D:\>cd Hyperion

D:\Hyperion>cd OPatch

D:\Hyperion\OPatch>opatch version
Oracle Home is not set. OPatch cannot proceed!

OPatch failed with error code = 1

This also fails with an error.
