After Migrating Hyperion Planning Application Error "Failed to Sync With User Provisioning" (Doc ID 1304685.1)

When attempting to login to a manually migrated Hyperion Planning application with the owner user id, it fails with the following error:

Failed to sync with user provisioning.

The username exists in the target Shared Services. Running the provisionusers utility for this user, reports the following error in the userprovisionsync.log:

com.hyperion.planning.DuplicateUserException: Another user with the name <username> already exists.


The Planning application relational database has been copied from a source system to a target system.
