When the password for BISYSTEMUSER in WebLogic Server includes special non-alphanumeric characters, you get the following error on logging into OBIEE:

Error retrieving user/group data from Oracle BI Server's User Population API.
Error Details
Unable to create a system user connection to BI Server while running user population queries
Authentication Failure.
Odbc driver returned an error (SQLDriverConnectW).
State: 08004. Code: 10018. [NQODBC] [SQL_STATE: 08004] [nQSError: 10018] Access for the requested connection is refused. [nQSError: 43113] Message returned from OBIS. [nQSError: 43126] Authentication failed: invalid user/password.Please have your System Administrator look at the log for more details on this error.

For example, if the password is auto-generated it might look like: 6cD?PLn24k#T*cE3;Z. This will cause the error.  But a password like Zgl4ohajcwf2n will not cause the error.
