OBIEE 11g: Error: "failed to start a managed process after the maximum retry limit" OPMN Fails to Start When Installing OBIEE on 64-Bit Operating System (Doc ID 1305993.1)

Symptoms

During the installation process of OBIEE 11g on a 64-bit operating system, the configuration assistant is failing on the cluster manager configuration at one of these steps:
 Executing:opmnctl start coreapplication_obiccs1
 Executing:opmnctl start coreapplication_obis1
 Executing:opmnctl start coreapplication_obips1
 Executing:opmnctl start coreapplication_obisch1

1. It fails at the first step:
In the installer[date stamp].out log file in C:\Program Files\Oracle\Inventory\logs, you see the following error:

The Cluster Controller diagnostic log in the directory, $Middleware_Home\instances\instance1\diagnostics\logs\OracleBIClusterControllerComponent\coreapplication_obiccs1, contains the following error:

[nQSError: 46036] Internal Assertion: Condition rCCSNodeDB.SetConfigInfo(rCCSNodeDB.GetOurNodeId(), GetClusterServerStartTime()), file server\cluster\clusterserver\Src\CLSMain.cpp, line 262



2. It fails at the third step. The error in the file, $Middleware_Home\instances\instance1\diagnostics\logs\OracleBIPresentationServicesComponent\coreapplication_obips1\sawlog0.txt indicates that its related to loading the ODBC driver:

The Windows Event Log indicates that it could not load a Dependent Assembly:

Activation context generation failed for "C:\Oracle\Middleware\Oracle_BI1\bifoundation\server\bin\nqsodbcdriverconndlg64.dll". Dependent Assembly Microsoft.VC80.MFC,processorArchitecture="amd64",publicKeyToken="1fc8b3b9a1e18e3b",type="win32",version="8.0.50727.762" could not be found.



3. In all four steps, OPMN fails to start, but there are no logs generated.
