Business Rule set to 'Run On Load' does not always Calculate Data in a Planning Form (Doc ID 1310334.1)

A Planning web form has been created with the missing blocks and missing data options set on the row dimensions.

However it is a requirement for a certain section of the form to be displayed even if the cells have no data.  To achieve this a business rule has been created that will populate those cells with 0. The rule has been associated with the form and set to run on load. When the form is opened no rows are being displayed, it appears as though the rule has not been executed.

How can this be achieved?
