"Cannot lock data because the validation account is not zero" when trying to lock a parent entity

In a particular scenario/year combination, users are having difficulties locking a parent entity.   The previous periods may have locked successfully.   The message displayed by Financial Management is the validation account was not zero.   When checking the <Entity Currency> and <Entity Currency Adjustments> value members of the parent entity, both contained a zero value.  Why is HFM not allowing users to lock these intersections?
