Suppression of NO DATA to Financial Reporting (FR) Report Returns #ERROR in 9.3.3

After upgrading from 9.3.1 to 9.3.3, when adding the cells of NO DATA value, the resulting cell throws the #ERROR output message. The Suppression for NO DATA is set to 0 and ERROR is set to #ERROR. So, the output expected should be '0' per the suppression but it returns the output as #ERROR. Refer the below example:

Current Output:
                  Qtr1        Qtr2
East             0              32
West            0              64
Total         #ERROR     96

Expected Output
                   Qtr1        Qtr2
East               0             32
West              0             64
Total              0              96

Suppression is set to following:
Zero Values=#ZERO, No Data=0, Error=#ERROR

The same functionality was working fine in 9.3.1 and only after upgrading it to 9.3.3, it errors out.
