It is Not Possible to Create FDM Application From Workbench Client on Windows 2008 R2

When attempting to create a Financial Data Quality Management (FDM) application using the workbench client on a Windows 2008 R2 server, the workbench will create the application folder and will then be in a hung state. In Windows Task Manager the upsLBMgr.exe process is hung with 0% CPU usage.
This issue occurs for FDM 184.108.40.206 on a Windows 2008 R2 server.
Also occurs for FDM 220.127.116.11
