OBIEE 11g: Error: "Unable to Sign In An invalid User Name or Password was entered." and ""mds-owsm": ORA-28000: the account is locked" When You Log Into OBIEE (Doc ID 1327348.1)

You are unable to log in to OBIEE, even with newly created users. The URL is:
where <machine_name> represents the server host name or IP address. You have previously been able to log into OBIEE using this URL.  You get this error message:

Unable to Sign In
An invalid User Name or Password was entered.

You can see error messages in NQServer.log file and bi_server1.log file. The errors are:


[Timestamp][OracleBIServerComponent] [ERROR:1] [] [] [ecid:] [tid: ] Error Message For BISystemUser: User not authenticated.
[Timestamp][OracleBIServerComponent] [ERROR:1] [] [] [ecid:] [tid: ] [nQSError: 43126] Authentication failed: invalid user/password.


"mds-owsm": ORA-28000: the account is locked
