Unable To Display ICT Transactions Without Applying Entity Filter First

User without access to all security classes cannot see the IC transactions they have access to unless they specifies an entity in the entity filter.

This only happens when a high volume of transactions is loaded. When less transactions are loaded, the same user can see the transactions they have access to, without the need to specify an entity filter.
