When using DRM Error: "ORA-12154: TNS:could not resolve service name"

To help troubleshoot TNS name resolution issues (ORA-12154) encountered when using DRM.
This error is often seen when the Oracle database client has either:
- Not been correctly configured and the instance has not been added to the tnsnames.ora file.
- There are multiple tnsnames.ora files on the file system of the DRM application server and the 'wrong' tnsnames.ora is being used for lookup.
