Symptoms

The OU of a user was changed in the external provider.  When this user tries to connect to a Planning application using the Excel Add-In, it errors with:

Essbase failed to select application {appname}, because {user}@{directory name} is not completely provisioned by Planning.

From the Shared_Services_Client.Log:

These users are able to connect to Hyperion Planning.
